SLP Studio allows you to open DRS files, extract/import SLP files into them, but most importantly, convert SLP files into editable BMP files.
SLP Studio was created by Joseph Knight in 1998 as described in File => About. It rests on a program called SLPCNVT or SLP Converter, created by the same person.

UI is not very friendly, but this is a very useful tool that works well where turtle pack doesn't.
Supports resizing images (turtle pack produces corrupt SLP in that case)

I remember using this when I had XP but now I have windows 8 and it doesn't run, could you update it?

aom expert, check out Turtle Pack (http://aok.heavengames.com/blacksmith/showfile.php?fileid=11349). Very easy to use and specifically designed for the Age of Empires-series.
