Please forgive me, I won't rate this utility according to map design or story/instructions - it does not fit ;)
Martin Sturm's Per Edit (or if the long name describes its purpose better: Personality File Editor) is a great piece of work.
Achievement of Idea (5/5): The idea was probably to create an easy way to edit the personality files of Age of Empires: Rise of Rome. A noble task, and not an easy one. A lot of work was put into research on what does what, and without this tool, you'll have a hard time creating your own Personality File. A great idea, put well together into an efficient editor.
Interface (4/5): I'm giving this 4 points out of 5. The Interface is easy to use, but if you are new to the program, you can easily get lost - for a maximum of half an hour.
Documentation (4/5): I guess all the research made by the author was put into the depths of making a Personality File - and he forgot that some newbies might have problem making their first Personality File. The Documentation IS there, only a bit hidden in the ReadMe file - which most people never open. I only find the lack of Documentation on the What is a Personality File? issue, but after all, you are at AoE Heaven and we have some articles for you - get them manually :p
Bug-free? (5/5): This program has never malfunctioned in my hands, and it won't in yours. A perfectly bug-free tool making your life easier.

The programmer (Martin Sturm) is a very talented person by the looks of this tool. I think we should all look forward to further releases.

Please forgive me for this review... Although this utility is helpful, it generally defeats its own usefullness. While it claims to make .per editing much quicker, sadly this is actually much slower... Just using keyboard and notepad is actually alot quicker than this... I was more or less hoping for much quicker method than notepad, but this just doesn't cut it! It takes much longer to set things using drop down tasks...
That being said, this is actually an invaluable referencial tool. If you are ever confused on what SN goes with what or if you just want to look at all the nifty different tricks you can do, this is the best. Very interestingly, there is a description for every .per feature.
This is an excellent tool for reference, but to an expert or simply very experienced player with .per files, this isn't all too helpful. Besides, there is already a list of all the values in .pers in the siege workshop... As well as a complete .per file.
A must download, still, for any .per file maker. The referential value is invaluable.

This program is a good per. file editor(maker).
Its the best for me because i dont now what that notepad thing is hihihihihihihiihihihii....
So much i now are the PER. files the importantest things in Campaign because without a good per file the computeer would only sit there.So good program.
