my idea would be pirate's as a normal civ. yes pirates this is that time period but one might ask wait what would there home city be there pirates they dont live in citys they live on a boat ... my point exactly... instead of having a home city they could have a home boat a big ship with everything that a home city has they can start a colny and fight for stuff i think pirates would be awesome for another civ
i also think there should be a night and day system and the pirates are good at night

It would all depend on what nationality of pirates you would have; french pirates hailed from France, english from England. I think good ones would be pirates from Morocco, they were very famous for their privateering.

I agree with Billman. Playing as pirates would be difficult I presume. They weren't an empire nor did the have strong units. But I love the AI idea for island maps.

I love Billman's idea, small groups of let say 5 to 10 pirates, strong, but you dont have to set a nation/tribe for each pirate group like the indians or the european civs. But pirates shouldnt be like mercenaries that you can make them, i mean the only civ that had no prob with pirates running a muck in they'r city were the Dutch, but they all payed pirates to do some special miltary work after they were captured. so for an example if your the portuguese and you stumble on a group of buccaneers and you decide to pay for them (a certain amout of gold/coin) and you take control of them, then you can say that those pirates are portuguese
