Play all of the highly rated campaigns. There really is no such thing as a perfect campaign, it all depends on what style of gameplay the player enjoys.

I wouldn't say there would be a "Perfect Scenario". It is a grey area, there isn't any right or wrong way to make an excellent scenario. It isn't like math, which has a "perfect" solution. If math was a scenario, 2 + 2 might be 5, but in real math, it would be 4.

Balance
Map Design
Creativity
Story/Instructions

tell me about it! I scienarios that dont tell you what to do! I think sounds also add a nice effect.
Pi, zyx was making a joke: those are the five criteria on which you review a map (try reviewing a map someday, its FUN!)
As far as the question is concerned, its a very tough one to answer. Medieval time, of course. My ideal, a Robin-hoodish campaign, but not necessarily based on Robin hood. If the campaign were to be based on anything, it would be based on Ivanhoe, by Sir Walter Scott. If you haven't read it, read it (its somewhere around a 10th to 12th grade reading level- lots of old English boggles the young mind, apparently).
