Firstly, don't just start a design team for the heck of it without any basis. Make a good site and some forums first, release a good project yourself, then advertise the team. People will be more likely to join then.
Also, don't have more than one leader/moderator when your team is just starting out, there's nothing worse than having more leaders than members. Secondly, when your team is just getting started, don't be too picky about who you let in. I'm not saying just any old newbie should be let in, but don't set your standards too high. Build up a strong member database before becoming too exclusive. Thirdly, design for a few games (to start with, anyway). You'll get a bigger member database and be more sucessful. Fourth, don't create "hollow jobs". For example: A good designer should be able to do all of these things - it's pointless having jobs like these. Most sucessful design teams have only one position: Designer. Lastly, tell other design team leaders to come to your forums and have a look. The more high profile members at your forum, the more your team will grow. And as a final note, if a member of yours has been banned at HG, then ban them from your team. They will bring a bad reputation to you and may lead to the downfall of your team.
