Well, when you have made a new civ for your campaign, you have to be more general. It doesn't matter, those names are great. How do you get them anyway? Off the top of your head or from some sort of program or website?

Believe it or not, right off the top of my head.

Lets see if you can come up with anything sufficient for my high standers, Master IV.

For the Huns you could even use 'nicknames', that describe their characteristics, such as Swallow for a hun who is fast.

Scythian Scout- Raven or Kilto the Hun, or Drantep the Hun

Tarkan- Dashgolat the Hun, Berator the Hun, Revotlo the Hun

As for last names, be creative. For England, sometimes the last name would begin with a Mc, such as Mckellan. Also try names that you might even hear in America, but perhaps slightly altered. Or try colors, such as Mortimer Green.
