As the fifth century AD draws to a close, Rome lies almost in ruins. Some of the great buildings -- the Circus Maximus, the Coliseum, the Senate, and the Baths of Caracalla -- remain standing, but the people have fled for fear of the Huns, leaving only a small group of engineers to preserve the city. Wolves roam the seven hills.
The new emperor is determined to restore Rome to its former glory. He commands you as his governor to make Rome the most populous city in the world within 20 years.
Trade will be easy, since merchants travel up the Via Apia from the south, and small boats ply the Tiber carrying goods to and from the port of Ostia for shipment throughout the Empire. But to the north all is not yet well. The Huns threaten to return, and the natives who stand watch over their traditional invasion routes can provide only warning, not defense. Few will dare to live on the northern perimeter of the city

Gaul has been conquered by Caesar, and the Emperor wants you to prove to Rome that Gaul's acquisition was not an mere act of vanity of an uprising general. Create a city that will prosper in trade, and establish a stronghold along the Golden Coast of today's France.
You will have full hands with attacks and minor headaches, but that should not divert your attention towards your goals...

As being one of the most dangerous regions of the empire, Sarmizegetusa is not an exception. Establish your presence in the fertile valleys and hills of today's Romania and Hungary, by proving your capability of coexistence with both Roman law and native will..
Do not underestimate the natives, and do not relax your defenses, as you and the Emperor will need them. Be cautious on how to approach the land, as the fertile valleys and highs, although not scarce are mainly under native territory...

The emperor requests you to generate trade for the Empire, as the Goths have besieged several cities in the north and the Egyptians are causing problems in the south. Go east, through the Eurasian passage, and create a huge and prosperous city in the valley of the land of the Han civilization.
Trade should not be difficult, but you will find numerous and difficult resistance from Cipango (Japan) and the Huns in the north.
You will also have to deal with natural disasters and some minor native disturbances along the southern valley, beyond the Mekong river.
In one word, never has anyone ventured so far, and this is your opportunity...

The emperor tires of living in Rome the year round, but does not want to travel as far as Capri or other distant resorts. He has ordered you to to build him a luxury palace at Tibur, at the edge of the hills about 30 miles east of Rome. There is ample farmland and good access to raw materials, though you may have trouble exporting enough to finance rapid construction.
The emperor will move into the luxury palace, and you will succeed in your mission, as soon as it has 100 or more residents.
The region near Tibur is home to people who are not fond of the Emperor. Anticipate a couple of attacks by Etruscan separatists from the hill country and some native unrest of the opposite side of the city.

The emperor needs a new seaport at Tergeste, in the northern part of the Adriatic. Roman engineers, working with pick and shovel, have constructed some level land next to the sea, but the loss of life to wolf attacks has been appalling. Word has spread of the danger, and immigrants are hard to find. In addition, there is concern that Tergeste may not be a profitable trading city.
Your task is to set Tergeste on the road to success by killing all the wolves and leaving it free of debt.

The Emperor needs a new industrial city in the Piedmont region, where two rivers from the Alps flow into the Po. Downstream from this point our Roman river boats can trade along the Po.
This city must be large and prosperous within 12 years.

Rome has taken over the old Etruscan settlement of Felsina, and the emperor has ordered that a new city, Bononia, be built on the site. The Roman settlers, influenced by the writings of the philosopher Carolus Marcus, wish to establish a city where plebeians live almost as well as patricians. In support of this goal, health workers have gone on strike, so no hospitals can operate. This means that even the wealthiest patricians can live at best in small villas.

 


Athenae - Marathon

The year is 490 BC. The prosperous city of Athenae has fallen victim to a surprise attack, and it appears unlikely that even the temples on the Acropolis will survive. Tiny Marathon, 26 miles away as the crow flies but much farther by road, must raise an army and clear away the wolves and invaders so that immigrants can resettle Athenae.


Nurcia - Sheep

The year is 409 AD. Alaric and the Goths are sweeping down through Italy. You are the governor of the small but prosperous town of Nurcia in the Apennine Mountains, mining iron and marble, growing some wheat and pigs, and tending your sheep, when word arrives that Alaric's armies are sacking mountain villages in search of fresh meat. Since the Emperor relies on your sheep to help feed the defenders of Rome, you must protect them at all costs. You have three forts and three barracks in town, but no other defenses. In the year 410 you can anticipate four separate attacks of 60 troops each from the Goths. You have scarcely a year to shore up your defenses to prepare for the first attack.

After attending a presentation by the Adriatic Association of Longshoremen and Fishermen, the C3OC has decided to locate the 3 Full Granaries competition in the port of Ariminum (that's Rimini for you 20th-century folk). We were persuaded that fishing and sea trade, when combined with well-established techniques of farming and land trade, are the way to fill granaries in record time.
The boat builders of Ariminum have made a shipyard available for the duration of the Olympics and have offered to supply a free fishing boat to every participant.

The year is AD 0, and Rome has built up most of the Italian coast. The emperor has noticed, though, that a stretch of coastline southeast of Genua, where the Apennine mountains meet the sea, remains uninhabited. This region cannot grow its own food, but it looks promising for fishing and the production of fine wine.
Since the region is not of strategic importance, the emperor is for once in no hurry. You may take as long as you like to build as peaceful, populous and prosperous a settlement as you can. The remnants of the Etruscan army will attack from time to time along the inland rivers, and the emperor expects you to build and maintain secure defenses against them.

Constantine, struck with the advantages which the situation of Byzantium presented, resolved to build a new city there on the site of the old and transfer the seat of government to it. The new capital was inaugurated with special ceremonies in AD 330. The ancient historians invariably note the profligacy of the inhabitants of Byzantium. They are described as an idle, depraved people, spending their time for the most part in loitering about the harbor, or carousing over the fine wine of Maronca. In war they trembled at the sound of a trumpet." The year is 309 AD, and Constantine has appointed you governor to build his new capital. This will be a challenge for several reasons:

Apart from a small number of pre-built wheat and farm farms, you can have no farms or raw materials. The goal is to get rich via sea trade, importing raw materials and exporting finished goods. You will have 10K to start plus a 2K rescue loan, but funds will become tight as you are trying to get trade established.

Lacus Verbanus

North of Mediolanum is an area that needs to be brought under Roman control. The waters of Lacus Verbanus in the east and Lacus Julius in the west teem with fish, while the surrounding mountains supply marble and iron. The lakes moderate the climate to provide excellent growing conditions. You are lucky indeed to have such a promising new province to govern. Unfortunately, not only Rome lays claim to this area. Almost all the best land is in the possession of the local natives, who resent Roman buildings. To make matters worse, the Helvetii from the mountains to the north conduct regular small but annoying raids. Eventually, Roman engineers hope to make the river to the south of Lacus Verbanus navigable. Since that work will not be complete during your term as governor, you will have to rely on trade with the natives as a major source of income. The emperor, knowing that you will be busy, plans to make no requests for goods from you. An occasional gift to keep him happy might be a good idea.

Neapolis

In AD 73, centuries after Rome took control of Neapolis, descendants of the original Greek inhabitants of the city have taken advantage of Rome's preoccupation with colonial wars to organize themselves into a formidable army. In alliance with disaffected plebeians who live on the outskirts of the city, they threaten to recapture it and to reestablish Greek domination over southern Italy. The emperor, fond of his villa on Capri, has assigned you the task of crushing the Greek invaders while pacifying the inhabitants of Neapolis by improving the city's economy and prosperity. You have 15 years to accomplish the task. Trade opportunities are plentiful, and fishing will feed the people along the coast. In the highland area above the Bay of Naples, Roman engineers have established a water supply which will let you build a fine residential suburb. The fertile land on the slopes of Vesuvius, to the east of the city, is a prime farming area, although it has in the past been susceptible to volcanic and seismic activity.

Panormus

The year is 250 BC. In Sicilia, Roman troops have just won a great battle of the Punic War, defeating the Carthaginians near Panormus. The government in Rome has sent an envoy to keep an eye on you as you, the governor, prove that Panormus, now at peace, can again contribute to the prosperity of Rome. The envoy has two requirements: he wants to live in a villa, and he wants to send Rome 10 units of everything that you can import or produce. Initial funds: 5000Dn + 2000Dn rescue. No invasions. In year 1, a request for everything that can be requested, with a 5-year deadline.

Syracusae

The year is 209 BC. It is three years since Marcellus captured Syracuse from the Greeks and sacked the city, carrying its treasures off to Rome. Now the emperor wants you to rebuild the city from scratch as a center of pottery manufacture. He plans to make annual requests for pottery once you have it in production, and he is looking for a large stockpile as well. The defeated Greeks have started to regroup to the northwest of the city, where they have friends among the native Sicilians. Soon they will start to attack. The emperor, failing to recognize the Greek threat, has not authorized you to build any new forts, so you must make do with the two legions that Marcellus left behind to guard the city. Unfortunately he left no weapons, and you will have to import iron. You have 6000 Dn plus a 2000 Dn rescue loan. You may not wish to accept your high salary.

Verona - Elephant

It is 300 AD. Attacks out of Asia have been a minor problem up to now, but word reaches you of a terrifying new development. Barbarians, borrowing an old Carthaginian strategy, have crossed the Alps with elephants and are heading south along the River Adige. Tridentum is expected to fall to them this year, leaving your city of Verona as the only city between them and the Po valley. Expect annual attacks for 12 years starting in AD 1, then two attacks per year for the next four years. You will not survive them all, but every year that you can survive will help the Empire build up its defenses further south and add to the glory of your memory.
