I have been playing Caeser 3 quite a bit lately and came up with what is a (possibly) new housing block.

It is obviously a concentric type block and includes everything needed to get housing up to Grand Insulae level, provided that you have 2 types of food available and all the other required goods.
It works on non-desert maps and on desert maps if you just rearrange the fountain layout a little.
The two gatehouses could also be moved to suit your needs, or even cut down to one in some cases.
There are 2 schools, but that is not always necessary. It usually works with just one, but sometimes they miss a house or 2. If 1 school is covering everyone, you could put in an oracle or medium statue or third temple instead.
The temples, of course can be any ones that you want.
The population is 2016 at full capacity, with approximately 100-120 employees needed, depending on using 2 schools or not or if prefects are needed etc.
Also, this layout works for creating villas and higher, by moving one of the gatehouses and placing a colosseum, hospital and academy on an extended road.

The house in the bottom right, might or might not stay at villa level. They don't usually like being that close to the colosseum. If it does, great. If not, add a temple or oracle there instead.
Also some of the gardens may need to be replaced with medium or large statues to maintain desirability levels.
Only 5 of the first block and 1 of the second should be needed to get 10000+ population and a 65+ prosperity rating provided you have everything else worked out.
