Well I made a map a few days ago and I've been perfecting it(Have been playing it many hours). I have made it pretty good and since it's quite difficult I decided to hold a small contest for all who wish to enter.
Build the best city you can based on the rubric.

Map name:Island Hopping
Details on the map:
7 Islands
Large Province
Northern Province
1 wine limits to grand villa
No military activity
Starts at 0 AD
Food is plentiful
10,000 dn/5,000dn starting/bail out

Requirements to win:
4,000 Population
100 Favor
100 Prosparity
(If you submit the save file for the contest you do NOT have to meet these requirements)
Buildings not allowed:
Raw materials (you will import all the materials you need)
Walls
Towers
Forts
Barracks
Millitary Academy

Price Changes
Weapons fall to a worthless price in 1 AD
(I couldn't remove them from the map but this is the next best thing)
Raw material prices very high by 10 AD (Don't worry at 25% tax rate you should be making enough money. Just try and get some villas up before 6 AD)
Exports worthless by 10 AD (8 AD for most exports)

Some hints/notes for this map
Your tax-rate will need to be at 25% for almost the whole game
Fishing is very efficient on this map.
Not too much farm land ont this map but a decent amount.

Scoring Rubric:
+5 All houses at large insulae or higher
+20 All houses at grand insulae or higher (stacks with large . ins. points so a grand total of 25 points)
+1 For every 200 persons above 4000.
+1 For every 3 small villas
+1 For every 2 medium villas
+1 For each large villa
+2 For each grand villa
+5 All housing is stable (housing will never change)
+5 Culture rating at 100 with NO CULTURE BLOCKS
(Blocks whose sole purpose is to boost culture ratings
,Blocks with too many culture buildings and not much else)
+15 Citizens say "This is a wonderful city"
+5 People idolize you as a god when taxes are at 25%
+10 Working Hippodrome
+5 No employment problems (When you click advisor it says "no employemnt problems")
+5 Everyone has access to all gods
+5 Everyone has access to all educational facilities
+5 Everyone has access to all health stuctures
+5 Everyone has access to all (But hippodrome)
Entertainment stuctures
+5 Coverage for entertainment structures is perfect
+5 Coverage for education structures is perect
+5 Population is stable-No negative change
+10 Haven't used bail-out loan
+2 For each 5000 dn of tax you make per year.(at 25% tax)
-5 People say something worse than "this city is alright"
-5 High crime areas
-2 based on unemployement %(1% = -2 2% =-4 ect.)
-2 For every 10 workers you need
-2 For every 3 tiles of houses below small casa (4 houses connected to form one still count as 4 houses)
-5 For a culture rating below 50

Rules
-There is a time limit of 12 years.
-You may NOT use the well cheat
-You MAY pay yourself a salary to bail you out of ceasars wrath
-You may NOT share you save file
-You may NOT ask people for help
-You MAY ask me for help and I will provide some help(not too much)
-You MAY work with a partner (This would allow you to share the save file)

Entree
-Leave your email, I will mail the map
-You may enter this contest at any time.
-Submit your save file when you are done. Your save file is to have your forum name on it.
-If you only want the map and not to enter specify

Who are the Contestants?
Well right now It's just me :P (Don't worry, im sure your all better city builders than me)

When will this end?
It won't really. You submit your save file and I will post your score. Someone will then try and beat the score.

How many people am I hoping will join?
2+ would be nice

First off, have you playtested this map to see if it's playable? The price changes alone have sort of put me off, you know...

*edit* By the way, I think that the +15 for particularly good comments from citizens (eg. "This city is fantastic!") is not a fair criteria. We have had discussions about how this comes about for several times in the past few years and have come up with no proper conclusion. Therefore nobody will know how to get such a city sentiment and it would be unfair if somebody got it incidentally... As far as I know, those comments aren't really very accurate.

Yes I have been play testing it. However, You must set taxes up to 25%. You need a good population and some villas.
EDIT:Changed map a bit so you don't need as many villas by 10 AD. Made it easier but you still need taxes at 25%.

I'd guess that participants would appreciate a clearer statement of your rules. How do you define CULTURE BLOCKS? How will you tell if housing is stable? What do you mean by employment problems? How will you tell if the population is stable?

Oh and on this map I have been able to get people to say its a wonderful city quite a few times. I would assume if I can get it so can you.

Sure. Do tell us exactly the things that you did which definitely allows us to get that city sentiment.

lol, just a guess. Anyway if you can keep that sentiment I think you do deserve the points . Maintaining something while you don't know how it works is a great accomplishment! Think of it like a puzzle. If you solve a very hard puzzle you get rewarded. Well this is a very hard puzzle and you will get rewarded for solving it. Hum... also I have noticed if you keep housing blocks on seperate islands they say that... interesting. City sentiment has no effect on what people say though (incase you didn't already know) Rioting broke out when my people were saying "This city is fantastic!" - idiot school children... what are they teaching them?
