Topic Subject: Modding files?

I like doing a bit of modding in the files of games to make things a bit quicker.
What I'm wondering is if there is a way to modify the files of the game and, for example, make the teaching in schools faster?
I can't seem to find what I'm looking for in any of the files in the game folders.

A while back on the TM forums, someone modded the Database files for the game so that you'd get 100 educated elite slots right from the start. This can be done only through hex editing.

I totally forgot about hex editing/art money.
What's the TM forums?

Here are the TM-forums (or fora).

Modding of the games has never been very popular for the old games, and since editing the game files can easily bring you into conflict with the Code of Conduct, it is rarely discussed here. For the newer games, like CotN and C-IV, however, most modding is actively stimulated by the game developers. The presently most active community for CotN is at the TM-forum, have fun!
