In most scenarios you gain favour points by supplying Rome with demands and requests. In the Carthago scenario this is not happening. Points are being deducted annually but the only way to increase favour is to send gifts which are in short supply. I have run for over twenty years, exceeding all the requirements except favour which is around 30.
What is the answer?

Demands and Requests affect your favour differently. Demands do not affect your rating if you meet them, but decrease favour if you don't. Requests, on the other hand, do not affect your rating if you do not meet them, but increase your favour if you do.
It's been a while since I played Carthago, but it sounds like there are a number of demands and not many requests. The pressure is on. Good luck.
