There is a minor bug in the desirability effects of a 4x4 building (a luxury palace, large palace, or governor's villa). For a 4x4 building, the tile that is west of the west tile of the building has double the expected desirability effect, but the tile that is west of that tile has no desirability effect. In other words, the effect on the tile that is 2 tiles to the west of the west tile of the building is shifted 1 tile to the east and added to that tile's effect.
This is why 4 luxury palaces in my Palace Peaks did not evolve when I calculated that they would.
With north to the up-left, the desirability effects of a luxury or large palace is:
A governor's villa gives the tile that is west of the west tile of the building a 40 desirability effect!
The bug does not occur in Pharaoh.
I used Trium's desirability calculator (another part of his programming system) in this work.
