This was my second attempt to enter Caesar Clifford's Century of Palaces Club, a popular forum topic at the time.
Caria has an interesting an unusual design. It has five palace blocks. Each block has 25 palaces on both sides. Each block has one warehouse and granary for each item and there are two sets of markets, one set for each 25 palace wing.
The reason for this design was to address the problem with goods distribution in the earlier palace city with 200 palaces. In that city market sellers had to travel a long distance before they returned to their building. In Caria that distance was dramatically reduced with the two wing design of each block.
The map was designed for 300 palaces but the sixth palace block didn't work out and was then converted to a small casa block.

606 + 1329 = 1935 buildings, only 64 away from the 1999 limit.
Walker limits are not too far either. At the time of the save the city has 833 walkers, 166 away from the 999 limit but it has 530 walkers with destination which is only 69 away from the 599 limit. Caria was close to the limits in every way that its design could handle.
Caria was build on 1 April 2004. It was the record holding city with most luxury palaces for 6 years until Brugle broke the record with his 256 palace city in April 2010.
