Valentia after 11 years and a few days. Its design and construction, as well as similar information on other players' cities, are described in the Caesar III Heaven Game Help forum thread "valentia no trade".

The following points may be of interest:
* No trade routes were opened.
* Very Hard difficulty.
* Debt was not used and the "rescue" gift was not taken.
* No personal funds were used, so no gifts were given.
* The only deletions were flooded clay pits, trees, and parts of the original Road to Rome.
* No "future knowledge" was used, except that a gladiator rebellion was possible.
* No festivals were thrown.
* No cheats of any kind, of course.
* Prosperity 100.
* Culture 100.
* All houses are grand insulae, large villas, or grand villas.
* The city is stable for many years without intervention except in response to events.

The last immigrant will settle in a few days, stabilizing the population at 12332. For victory after 14 years, let the city run for 3 years, replacing the flooded clay pit and dispatching the request.

To delay victory until all ratings are 100, delete 2 temples (1 to each of 2 gods) that are at least 6 tiles away from houses, a library that is not in a housing block, and 8 theaters that are not in housing blocks. Let the city run, replacing flooded clay pits and dispatching requests (3 forts of soldiers for the defense of Lugdunum), except not dispatching the request for 20 wine (in 51 BC) until Jan 48 BC. When Rome thanks you for that dispatch, immediately rebuild the temples, library, and theaters.

caregx How do you build your armies without importing weapons? Very strange to me.

Only cavalry and javelin forts (which do not need weapons) were built.
