Victory is declared at the end of the month, in the minimum time (10 years) to satisfy the Peace requirement. Continuing to govern 2 more years (dispatching a request) gives Prosperity 100 in the minimum time (12 years without a hippodrome) with a stable population, and those are the results used when submitting Happy Miletus to the Caesar III Heaven Downloads. Continuing to govern 5 more years (dispatching requests and defeating an invasion) increases Peace, Favor, and city funds more.
