Bubastis, just before completion. Its design and construction are described in the Pharaoh Heaven Game Help forum thread "Basic Bubastis". These points may be of interest:
* All houses are palatial estates or fancy residences (including on the tiny east bank).
* The palace, mansion, temple complex, festival square, zoo, and estates are together.
* All roads, including the original Kingdom Road, are connected.
* Schools, libraries, mortuaries, senet houses, and zoo are kept supplied with goods.
* Regular traffic goes through the festival square.
* Festivals were not thrown.
* Every entertainment venue has a show part of the time.
* Defense is good: 6 full academy-trained forts, 6 warships, and 2 transports.
* All 4 foods are eaten.
* Everyone is always taxed.
* Large supplies are kept to last through a series of terrible floods.
* There are stores of every producible good, except occasionally exported papyrus.
* There was no debt and the "rescue" gift was not taken.
* For over 7 years there was no intervention except to handle requests.
* Personal funds were not used.
* The only deletions were 5 trees and some of the original non-Kingdom road.
* No spoilers were used.
* No long (or forced) walks do anything useful.
* No storage yards that get goods use an inert good to increase deliveries.
* All houses touch a main housing block road.
* No shrines touch other shrines, but all are near houses or the festival square.

Some of my goals were not satisfied. I intended for every house to always have coverage from librarians and jugglers and musicians and dancers, but a few fancy residences sometimes lose music or dance coverage (but don't devolve since they have senet coverage). Also, 3 times I went back about a month, twice to rebuild a building in the correct place and once to avoid the caravan-delivers-the-wrong-import bug.

At the end of the month, victory is declared:

I also tried governing 5 extra years doing nothing except dispatching a request. A worker shortage develops but causes no problems. In the last year, Education had less than 23% of its desired workers.

There is also an earlier "Gift Victory" save (which is when intervention stopped). With a gift, it allows completion 7 years earlier. Set the salary to 100 Db/month for 2 months then send a lavish gift and wait for the end of the month.
