In the final Community Tuesday offering. Joe from Big Huge Games has released a collection of documentation and examples, which I have separated into "kits" to make the downloads a bit more manageable in size.

The is the general documentation on Map Making. A detailed guide to the Scenario Editor. Information on the various tools for terrain editing, scripting, game setup, and more. The one you should start with most likely. Enjoy!
