I don't like your idea of improving UUs, because either that would use too much space in unitrules for the improved units or I would have to do it with a script, which may not work because it appears that if you have multiple players playing as the same Arab faction in a game, if one player gets that tech, all their UUs will be improved as well. How about the following:
The Five Pillars (requires Imperial Age, Asceticism and Mercantilism):
- Raises your Commerce Cap to the maximum allowed, and increases resource production by $NUMBER0%.
- Increases taxation based on percentage of world territory controlled. Taxation rate rises to $NUMBER0% (Level 4).
- Increased attrition damage to enemies in your territory.
- Scholars produce +$NUMBER0 knowledge each. (level 4)
- Citizens, Scholars, Generals, Supply Wagons and Explorers are cheaper, move faster and have more hit points.
Here are the bonuses of Darul Islam and Tawhid, which we can use for our second tech. Perhaps we can still call it Darul Islam? (requires Imperial Age, Asceticism and Divine right)
- All timer victories, city assimilations, and enemy capital eliminations instantaneous.
- Buildings created 25% faster.
- Troops created 25% faster.
- Research conducted 25% faster.
