Step 1. Lay out the area of your plaza and the connecting roads by placing lengths of wall side-by-side. In this screenshot, I have the flatten key suppressed so that the ground plan will be more clear.

Notice that patches of ground are left open where I want my flowerbeds and fountain to appear.

Finally, I added water to my fountain and lined the inside with crenellated walls.

Step 2.

The areas left blank for flowerbeds (or statues) are raised to maximum height, but not the fountain.

Step 3.

Now the leveling ground tool is used to bring the flowerbed patches level with the pavement.

Step 4.

The raise ground tool is used to bring the surrounding ground up and slightly higher than the level of the pavement.

The fountain area is raised to mid-plains height.

Flowerboxes, statues, etc. are now placed.

Step 5.

Add buildings and terrain detailing.

As you can see, this plaza is in the heart of a bustling cathedral town!
