I got this from some random Star Trek mod site I found when I was searching for this. All liscenses are probably ownerd by that site. You can now convert tga and DDS files into workable files (like bmp and jpeg) and then back into tga/DDS files.
I know that this program converts dds files... but why? i mean why do u need to change the dds files? I just need this answered so that i can download.

Most graphics programs do not open .dds files. You use this to convert them to .bmp that will readily open in any graphic program so you can then mod the game textures and then convert them back to .dds
