TCP, if Creativity is meant for story then why is there another area called story/instructions?

The story/instruction category and the creativity category are fundamentally connected. Story/instruction primarily refers to how well the player was able to understand whats going on and what to do also how well the story is told via the campaign.

Creativity on the other hand includes how original you were with your story. No one is going to want to play a verbatim copy of RotS in GB because its simply not an experience. Tevious' The Phantom Menance took the TPM storyline and characters, and built upon it to make it his own rather than an exact copy of what was seen in the film.

Yes, there are several ROTS campaigns in the download section, but none are any good. I say, go for it. We need a GOOD ROTS campaign.

Maybe its just that everyone thought you had decided NOT to make a ROTS campaign. There are other more creative ventures you can take. Look at me, for instance. I'm taking a genre created by Pink Panther and expanding on it and I am trying to make it fit perfectly well in a game which isn't the best for horror/survival type scenarios.
