Not sure it will work for you, but I finally got EE to run.
The following is what I did. MAKE SURE BEFORE YOU DO THIS, YOU HAVE DOWNLOADED ONTO YOUR HARD DRIVE/DESKTOP THE NEWEST DRIVERS FOR YOUR GRAPHICS CARD. YOU SHOULD BE ABLE TO INSTALL YOUR DRIVERS FROM SCRATCH. YOU HAVE BEEN WARNED. :

1. From the desktop, click on "My Computer", "Control
Panel", and then "Display".

2. You should be in the "Display Properties" window. Click
on the "Settings" tab. Next, click the "Advanced"
button.

3. Select the "Adapter" tab. The driver information will
appear. Click on the "Change..." button.

4. The "Update Device Driver Wizard" window should open.
For Windows* Me only, select the "Specify the location
of the driver (Advanced)" option. Click "Next".

5. In the next window, select the "Display a list..."
option and click the "Next" button. Next, click
on "Show all hardware".

6. In the split screen window under "Manufacturers:",
select "(Standard display types)". Under "Models:",
select "Standard PCI Graphics Adapter (VGA)", then
click on the "Next" button. Click the "Next" button
again.

7. Click on "Finish," then close all open windows. When
asked to restart, click on "Yes."

8. Once your comp has restarted you will notice that you
only have 16 colors!

9. Now open the files for the driver you just removed and
install.
10. Restart your comp one last time.
11. Grab some grub and play away!

Hey! THANKS! This at least allows the game to load...

Now for my NEXT problem...

The game starts but my citizens ignore me. I left click to select, right click to direct them to move somewhere and they stay put.

I try to get one to build a house, and she stays put. And of course, the game won't quit when I select "Quit game."

I'm back to square one; this was my original problem when I first loaded the game -- PRIOR to updating all my drivers, installing DirectX 8.1, getting the EE patch, etc.

I tried turning off the DirectDraw, and I have tried loading the generic driver and then the updated driver. Nothing works. I am running AMD athlon 700mghz, 128mb, and video 7 blade 3d. Any suggestions?

I dont get it , i updated my drivers for my computer , and i still get the same problem , i uninstalled useless programs , cleaned up the computer , defrag , scandisk , updated drivers , and EE still gives the same Error with Low Engine DLL!?

I recieved the same error message when I attempted to load the game. However, my problem was solved by setting my hardware acceleration to full (it was set on on basic for some reason) I hope this alternate solutions helps some of you all. Does anyone know how to make the game go faster, it's very slow, and my computer should be able to handle it no problem.

How do you set hardware acceleration to full?

Right click on My Computer, then go to properties.
Click the Performance tab.
Then click on the Graphics button.
You should see the Hardware Accleration dial there, make sure it is on full. Hope this helps!

I am having this same problem. I figured it was probably something to do with my video card, and since I had already tried all the suggestions that you guys gave, I decided to go pick up another video card with a different chipset. I first tried the game with a geforce 2 chipset, now I'm using an ATI radeon 7500 card. This card has the same problem! I can't believe it! I *really* want to play this game! Does anyone have any other suggestions?

Could anyone please reply with what video card you are using, and whether or not you are experiencing this low-level.dll crap? Thanks.. I just want to know what card(s) work, so I can go get one!

Hey you all i got a different sort of problem. When i go into the game where the grass and people should be it still has the loading screen and when i try to select people the box just stays there and flashes also if i open any of the menus they stay where the grass should be. plese help

Previously i had Windows ME on my computer and EE was working ok. The i installed Win98 (cause the WIN ME sucks) and i have the dll problem. So i must reinstall display drivers for my GCard.
