You should find Sierra/Pharaoh/save on your C: drive (or something very similar!) Create a folder in "save" called "download" (or any other name of choice) and then download the saved game to that folder.
In Pharaoh you will then find a family called "download"and can load the game from there.

Your download path will also differ if you bought it from GOG.com. if you don't know where the files are located you can always right click on the shortcut and select the properties option and you'll have access to the file path.
mine is
"C:\Program Files (x86)\GalaxyClient\Games\Pharaoh Gold\Pharaoh.exe"

To use bizibilder's recommendation for creating another family to loading downloaded saved games, you need to create that family in Pharaoh.
If you want to download a scenario that is a .map file, it needs to go into the Maps folder (instead of into a family folder). Then you can select the mission from Custom Missions.
