Hello friends. I have been playing all heroes mod for a long time now and made some modifications to it as well. But i cant modify 'population cap' or 'max districts allowed' for a city through .xml files which comes with modpack. I already searched for entries about them in all .xml files and changed them but it didn't make a change in game. And i couldnt find any information about this from 'all modding guides and tools pack'. Does anybody know how i can change these values?
