I just figured out that the SetCivilization data effect actually works given the right variables:

Culture doesn't switch along sadly enough but it does have the funny effect of having the wrong culture mixed with the wrong civ

We cannot rely on luck to be successful.

That sounds amazing. So it's now possible to pick Loki and then switch to Hades mid-game?
It will be so cool to create wacky hybrid civs. HAhha

I get the vibe this is an rather ancient leftover mostly based on the fact that originally you selected your major god in the first age from the Shrine IIRC (you only selected your culture in the pre-game menu), way back in early 2001. If true it's pretty cool, because this is probably one of the few unused leftovers that made it intact into the final game.
