Skipping the introduction, this is pretty self-explanatory. I'm pretty bad with macro, so here's my new solution... I round up really early, at X.2, since you cant have decimal settlers obviously.

Settlers (270f, 60s)
270f/60s = 4.5f/s
(4.5f/s)/.84 = 5.3 (6) Villagers Needed on Food
100w/180s = .55w/s
(.55w/s)/.5 = 1.1 (1) Villager Needed on Wood for Rising Population Cap

Strelets (375f, 100w, 30s)
375f/30s = 12.5f/s
(12.5f/s)/.84 = 14.88 (15) Villagers Needed on Food
100w/30s = 3.3w/s
(3.3w/s)/.5 = 6.6 (7) Villagers Needed on Wood
*doubles wood intake*
13.2 (14) Villagers Needed on Wood for Rising Population Cap

Cossacks (5) (375f, 375g, 35s)
375f/35s = 10.7f/s

I doubt you'll be spamming artillery consistently in such mass to find their values to be useful...

Anyways, as you can see, the total count for most units is rather high, so these exact values wont comes in very handy early game. However you can make ratios depending on how many villagers you have. For example when you hit colonial, and decided to go for constant settlers with musketeer military when possible, you'd go for...

6 Settlers on Food with remainders on a 2:1 Food:Gold Villager Ratio (Around 4:2:1 Food:Gold:Wood with rising population cap)

Or if you had say 3X Villagers and a lot of extra population space and you wanted constant strelets and villagers with cossack support...

21 Villagers on Food, 7 Villagers on Wood, remainder on a 2:3 Food:Gold ratio

Is this calculated without Market Upgrades? If so, could you make one with Discovery+Fortress Upgrades at the Market?

Yeah this is without market upgrades. Correct me if im wrong but you should be able to divide the amount of villagers by 1.1, 1.3, or whatever rate you have to find the new needed amount of villagers. The ratios will the same as long the all gather rates have the same boosts.
