Replaying game on Very hard and am stuck on the third level, Perwadjyt.

First map with farms, pottery, and roadblock


I think i have done everything, but i cannot get ordinary cottage to upgrade to modest homestead to meet the final requirement of the level.

The complaint is 'Too Little Entertainment in the location'. Juggler Square next to the building. Juggler coverage was perfect according to the advisory. Adviser recommends building other entertainment, but there is none available on the level!

How do I get around this?
