There is already a Wookie heroe named Shoran so I suggest you change the name .Use something like these ( Dreyyr,Fundaar,Trawbaca,Hordan...)

Instant Use Health Pack
On Condition: Bring Object to Object (Healthpack Object)
Effect: Damage Object (Number = object's HP)
Effect: Damage Object (The same, but put a minus in front).

For this one, you need an AI pack, for instance Ultimate RPG AI. Download this and assign it to player 2, for the example.
Taunt-Activated Health Pack
On Condition: Accumulate Attribute (Player 1, 1 Food to represent health pack)
On Condition: Accumulate Attribute (Player 2, 255 Ore)
On Condition: Accumulate Attribute (Player 2, 1 Nova)
Effect: Damage Object (Number = object's HP)
Effect: Damage Object (The same, but put a minus in front)
Effect: Tribute (Player 1 to Gaia 1 Food)
Effect: Tribute (Player 2 to Gaia 9999 ore - safeguard)
Effect: Tribute (Player 2 to Gaia 9999 Nova - safeguard)

But remember, you need to copy and paste the minus, and also remember DO NOT TOUCH THE EFFECT WITH THE MINUS IN ONCE YOU'VE DONE THE TRIGGER.

I would use Blue or grey color for the Empire.Yellow...sucks <--My opinion

If I was making this project ( very good idea, really ) i will use this colors...But this is your choice...
