The year is 2049

The ship has launched! Game End!

Current Elysium Vote
(To be updated and checked for a majority every two days)
Launch - 2 (Popey, Excel)
Don't Launch - 1 (Moff)

Global Climate Vitality - 0% Remaining
Currently declining at a rate of 18.19%, and not growing.

Earth has collapsed under the weight of pollution!

The city sits on the northeast coast with a population of 17,242,013. Capacity is capped at 18,381,000 Comfortable Surplus

Current Discontent Generation of 5% per 200,000 rounded down - 0%

Civil Discontent: (60%)
Plus 3 to Danger Dice Rolls

Utopia Status
Complete Components:
Base structure
Wide Area Scanning - Carol
Centripetal Gravity Ring - Popey
Liquid Radiation Barrier - Popey
Residential Module x 2 (Popey/Moff/Carol)
Human Capacity: 1,500,000

Investment Standings:
Moff: 19 (+90)
Popey: 20 (+20)

International Relations:
The Germans - 58% - Positive

Dice Rolls generate (roll-1)*5 of token completion. 1s generate no benefit and cause damage (see deadly dice). 20s complete. Token entirely. Tokens are arranged in the most advantageous manner. So if you roll a 7, a 9, and a 15: the 7 and 15 generate 30% and 70% respectively, so they will go together and fill an empty slot. The nine generates 40% ((9-1)*5)

With one token being a simple one token spend to fix, no dice required, unless severe repeated rolls hurt you (improbable).
Chance of bad thing when supporting: 10% * 66% = 7%.
Chance of multiple bad things = 10% * 18% * 66 = ~1%

Construction failures will be run on the "deadly dice"
1-5: Nothing
6-11: Most complete component is destroyed
12-16: Top two most complete components are destroyed
17: Top three most complete components are destroyed
18: Entire Project destroyed
19-20: Disaster

1 Unit of Excelsior Sabotage = Minus 2 units of Investment and minus 1d10 from two segments

So if Excelsior attacked ET's investment in the harbor, he could effectively remove his entire stake in it so far. Again, any probabilities favor the improvement of the town, so subtracting 2d10 on 40%/100%/10% would likely result in 0%/100%/0% being the current setting. If Excelsior attacks it twice, I will have to run the effects concurrently with what's happening this year.

For a lack of any way to keep a semblance of balance, Excelsior cannot directly sabotage all of small business

However conversations like these will shape the decisions you get in the future.

If Dementor does not show, as he indicated, I will be assuming an investment in Low Level housing as it is mostly in line with his behavior so far.

If Excel isn't cruel to my projects, will they complete?

And might Excel see the value in befriending the largest industrial concern... as well as the major supporter behind two major civic services? That, perhaps if he focuses his efforts elsewhere... or better still allows the occasional suggestion, he may encounter less resistance from said civic services? <_<

Successfully supporting an existing infrastructure will require you to get above a 2 in a d20 roll. So odds are quite good that will succeed.

At the moment I believe Popey intends to finish funding the police station, and you are committing two tokens to it (so it will be overfunded by one) and has a high probability of being completed this turn.

The hospital and the girls school could hypothetically be complete if you roll 15 or better for all tokens (30% chance per token... so 9% for a two token project, 3% for a three token project, less than 1% for a four token project)... So I wouldn't exactly bet on it.

Well, small consolation: It'll remove the Excelsior Mafia's stake in the harbor, too, so I can re-start from scratch.

One person is going to be disappointed that the harbor isn't going to be finished, though - and he holds considerably more influence than the rest of us (barring only Moff's Der Panzer). I'm surprised, Popeychops, that you didn't see that, considering said industry also employs a good portion of the people you supposedly represent.

And you have the audacity to call me selfish? Fact of the matter is, I have a business to run, plain and simple. Admittedly, the house did consume a bit more time and resources than I thought, but I found out why: It turned out the foreman for that contractor was a high-ranking official in the Excelsior Mafia, so needless to say, I won't be using them again.

At the end of the day, I don't have the funds that the larger companies in town have (I mean, funding a girl's school?). Self-investment has worked for me and it has worked for the town, you cannot deny that. So every turn, I will always invest at least one token on myself and my business. Whether you like it or not is irrelevant, because it's evident now that you don't have at least a majority of the people's true interests at heart.
(Nothing personal. )

It will damage the entire harbor.

It will remove tokens from you.

So stake isn't really the right way to phrase this

Um, no. I beg to differ.
Again, any probabilities favor the improvement of the town, so subtracting 2d10 on 40%/100%/10% would likely result in 0%/100%/0% being the current setting.
Based on these die rolls:
Harbor ++ - Excel (9) ET (15, 5)
The 100% is obviously mine. Assuming that the 40% is Excelsior's and the 10% is mine, then based on the figure you gave, it will eliminate not only my 10%, but also Excelsior's 40%.

Now, I assume this:
If Excelsior attacks it twice, I will have to run the effects concurrently with what's happening this year.
Means that the 100% will be affected, too? I which case, then yes, you're right.

Feel free to correct me.

Eh, not quite. The hospital requires more than two donations, after all.

But make no mistake, I'm not happy that it took this much to do it, either. And it isn't even finished. I don't even have electricity.
Do you oppose having 48.8% of the population educated, my dear Terrier?
No. Just saying that it's a bit of a frivolity considering that the city is still lacking in some of its infrastructure - such as, for instance, sewers and housing.

But it's your money. You do what you want with it. Unlike Popeychops, I won't be hammering down your corporate offices with a neighborhood militia armed with pitchforks.

I believe I mentioned somewhere earlier that the dice rolls are allocated without regard to ownership.

So if A rolls a 7 (+2) and B rolls a 12 (+7)

Then A rolls an 8 (+3) and B rolls a 14 (+9), the project will combine 12 and 8, and 14 and 7 to reach completion.

Investment determine influence/stake. Rolls determine building from a utilitarian perspective.

Further sabotage would most likely hit the 100%, yes- and if you didn't invest further it would just destroy Excel's investment (which would be silly).

As in all things, I am, precisely, a magical floating information man.

As mentioned, there were barely any Japanese in the city to begin with, and immigration wasn't exactly a likely occurrence. Your people just wanted to put up racist laws, which the city officials seemed to decline, which caused some discontent. There's likely a good deal of Chinese in the city though. We don't exactly have a census.
